Contracting model for Brisbane Olympic Infrastructure

In March 2025 the newly established Games Independent Infrastructure and Coordination Authority published its report following its 100 Day Review into the critical infrastructure required for the Olympic and Paralympic Games in 2032

In this report, GICCA:

  • acknowledged that the two-stage managing contractor model generally preferred by the Queensland Government’s lead procurement agency does not enable GIICA the capacity to address current market constraints, complexity or time sensitivities of the quantum of infrastructure to be delivered; and

  • recommended, instead, that the Delivery Partner model be adopted for the Brisbane Games 2032 infrastructure program.

We anticipated this outcome in May 2024, when we published a short article explaining the key features of the Delivery Partner Model. A link to that follows, together with a link to the 100 Day Review Report.

Contractors, suppliers, designers and consultants who wish to participate in the design and construction of this infrastructure should familiarise themselves with the model to understand how it may affect the contractual arrangements under which they might be engaged.
